The Social and Economic Policy Division helps guide development of the nation's prominent policies and programs. Our contributions-at all government levels-have resulted in better programs on housing, community revitalization, education, workforce development, income security, food assistance, and in support of children, youth, and disadvantaged families. Our clients include the Departments of Housing and Urban Development, Education, Health and Human Services, Labor, Veterans Affairs, and the Food and Nutrition Service, among others.

Due to the COVID-19 crisis, this position will be based as a telecommuter for the foreseeable future. Only when Abt reopens offices to all employees will there be an expectation that new hires return to the geographical office to which they were hired.


Abt Associates seeks an Associate in our Social & Economic Policy Division to work on HUD funded technical assistance (TA) projects related to homelessness, housing, and community development with a focus on working with Continuums of Care (CoCs) and Emergency Solutions Grant (ESG) recipients, to help them develop and implement an effective homeless response system.

Key Roles and Responsibilities

  • Leading and coordinating components of large TA engagements designed to help CoCs, ESG recipients, providers and local officials improve their local crisis and housing responses to homelessness and achieve significant reductions in homelessness. Ability to work independently and quickly establish trust with TA recipients is critical to this position.
  • Managing teams, budgets, project deliverables, relations with the TA recipient, and relations with HUD and other funders. Set priorities to ensure the completion of projects in an accurate, timely and cost efficient manner.
  • Reviewing the work and providing technical guidance to less senior staff. Serve as a resource capable of applying advanced techniques, concepts, and methods related to a particular field of specialization.
  • Designing tools and guidance to be applied within specific engagements and shared nationally to support local efforts to address specific challenges related to ending homelessness and developing long-term housing and community development solutions.
  • Facilitating knowledge sharing to promote cross-learning within Abt and externally (e.g., communities, HUD, and with our colleagues at other firms) to ensure all of those working to end homelessness can cultivate and apply the most effective strategies possible.
  • Exercising initiative and leading innovation in the field.

  • The position also requires: building and maintaining relationships with government clients, local officials, and TA recipients; strong and clear communication skills, and an ability to be flexible and comprehensive in the TA delivery approach.

    Site travel required.

    Preferred Qualifications

    The candidate should have deep experience working to design and improve systems to end homelessness within a community, preferably with strong knowledge and experience with the CoC Program, ESG Program, coordinated entry and re-housing strategies. Candidates must be able to think of and frame out systems-level strategies, be comfortable working with diverse populations, demonstrate strong data-informed thinking, and must be able to help a community diagnose its challenges and build capacity to address deficiencies. Candidates should also have practical knowledge of McKinney Vento program regulations, including the Continuum of Care (CoC) program and Emergency Solutions Grant (ESG) program.

    The ideal candidate will have expertise working on one or more of the following:
    • System-level efforts to prevent and end homelessness
    • Community-level equity and inclusion work, ideally in the context of efforts to end homelessness
    • Leadership of local CoC or management of ESG funding
    • Design and implementation of a coordinated entry system that is well-integrated with the community's overall response to homelessness
    • Facilitation of a process to analyze and optimize local crisis response and housing systems, ideally leveraging Homeless Management Information System (HMIS) and other data
    • Design and implementing performance-oriented diversion strategies, improving rapid exit from emergency shelters, and designing rapid re-housing strategies to serve a broad range of client profiles
    • Integration mainstream systems and developing linkages to prevent homelessness and help those who experience homelessness achieve long-term outcomes

    The candidate will demonstrate:
    • Strong collaboration skills with internal and external stakeholders
    • Deep knowledge of and experience with HUD funded CoC and ESG Programs
    • Commitment to building community capacity through technical assistance
    • Experience with including the experience of multiple perspectives, including communities of color and of people with lived experience of homelessness in planning, decision-making and implementation processes
    • Comfort with teleworking, as well as remote engagement with TA recipients

    Minimum Qualifications

    • MA/MBA with 7 - 10 years of experience OR PhD with 4 - 6 years of experience OR the equivalent combination of education and experience
