The Contracts and Procurement Department is responsible for cradle-to-grave activities associated with both contracts and procurement, which includes subcontracts, purchasing and managing our company's small business program. Abt Associates seeks a qualified Business Management Specialist to support the Contracts and Procurement department in Rockville, MD. This position is primarily responsible for providing support to the development of cost/price/business volumes and proposals (including original submissions, clarification stages, and Final Proposal Revisions) for Abt Associates. This position is also responsible for quality completion of various client requested and required documents, such as representations and certifications and other assertions. The Business Management Specialist will participate in portions of proposals and may coordinate multiple, routine to moderately complex and high impact proposals.

Key Roles and Responsibilities

For assigned proposals (including original submissions, clarification stages, and Final Proposal Revisions), the Proposal Specialist performs any or all of the following tasks:

  • Assist in developing cost/price/business volumes and proposals schedules, compliance matrixes, and contact lists. Independently performs a variety of proposal related tasks, including completion of client requested forms and coordinating with others around proposal activities.
  • Perform meeting logistics for kickoff, pink and red team reviews, and other meetings, including scheduling meetings, developing agendas and other handouts, taking notes, and maintaining action item lists.
  • Assist with identifying and compiling key proposal elements such as past performance correspondence, resumes, teaming or consultant agreements, and/or corporate qualifications.
  • Serve as coordinator for receiving and compiling partner materials.
  • Review and QC proposal text and graphics.
  • Format proposals and assist with production.
  • Developing and updating proposal templates and tools.
  • Responsible for all ensuring compliance with Abt Associates reporting requirements, such as FFATA, SF-425s, information entry into Oracle, support to the Procurement Credit Card program and providing support for internal and external audits.

  • MS Office Suite (Intermediate Level)

Minimum Qualifications

  • BA (3 - 5) years of experience OR MA/MBA (Entry Level) years of experience

Due to the COVID-19 crisis, this position will be based as a telecommuter for the foreseeable future. Only when Abt reopens offices to all employees will there be an expectation that new hires return to the geographical office to which they were hired.
