Job Summary

Member of Pricing Team who applies extensive technical expertise to develop solutions to complex problems. Responsible for developing proposal pricing for new government contracts in response to client request for proposals (RFPs). Works closely with division technical leaders to develop detailed, time-phased proposal budgets for submission to clients. Responsible for reviewing RFPs, posing pricing questions and creating a timely, compliant, competitive and accurate pricing solution for the proposal budget. Creates business proposal volumes for submission to our external clients, components of which include; budget narrative, compliance matrices and other boilerplate to create a compliant business volume submission. Exercises considerable latitude in determining objective and approaches to assignment. Generally leads the large & complex pricing proposal efforts for a variety of contract types. Acts as model, mentor and trainer to more junior staff members. Initiates and drives process improvements.

Key Roles and Responsibilities

  • Ensure scheduling of pricing reviews for proposals. Prepare lime and green team agenda and budget for review. Lead facilitation of the meeting. Lead capture proposal pricing strategy meetings
  • Review and analyze RFP for proposal budget and business volume requirements. Gather price related clarification questions to client
  • Lead pricing strategy for largest and most complex proposals, including capture pricing strategies for all existing contract types. Advise technical staff on pricing strategies
  • Document proper approvals, files and folders with pricing information. Follow existing processes. Lead initiatives for improvements to current processes
  • Review subcontractor documentation and budgets with focus on strategy of subcontractor pricing options
  • QC and review of team members' bids (discretion of manager)
  • Collaborate with internal departments (HR, Finance, Contracts, Subcontracts, Technical staff, Government Audit and Compliance) as necessary to identify any potential risks with Abt policies and operations as well as to ensure receipt of most recent information for use in pricing/budgeting
  • Determine financial analysis, labor hour average rates, competitive intelligence gathering, pricing scenarios to advise senior leadership on pricing strategy and profitability
  • Prepare price to win targets and strategies, support capture and preproposal pricing and strategy
  • Develop business volume checklist / compliance matrix for business volume submission
  • Develop and review pricing analysts fully compliant, accurate business volume submission including budget to the client and internal departments (HR, Finance, Contracts, Subcontracts, Technical staff, Government Audit and Compliance)

    Minimum Qualifications

    • 8 years of experience and BA degree (in finance or economics) or the equivalent combination of education and experience


    Due to the COVID-19 crisis, this position will be based as a telecommuter for the foreseeable future. Only when Abt reopens offices to all employees will there be an expectation that new hires return to the geographical office to which they were hired.
